I dont’ remember seeing any places to hire WS gear in Torquay, but as mentioned above Torquay would be your best option. Point Danger is where most people Kite and Windsurf. If you are looking for good surf then Ocean Grove is good for beginners to intermediate. 13th beach just round the corner is more advanced. Jan Juc for intermediate and Bells for the more adventurous! I don;t think there are many good places to surf on the Great Ocean Road. Apollo Bay, but that’s a bit of a trek. St Kilda in Melboune is good for Kitesurfing and Windsurfing…so worth checking out.
