you are right to look around 12m2, medium aspect kites are more stable and easier to relaunch than the higher aspect ones, there are plenty of kites out there that match the criteria : )
You pretty much pay for how flashy you want it to look nowadays as all the kites perform really well and you dont notice as much of a difference as you would 3 or 4 years ago.
If price is an issue for you there are a few really nice deals available just now,

yeah I agree, the waterproofing thing seems like a huge compromise when it comes to image quality.. even more, is that the cameras that are wterproof dont seem to be as durable as the ones in an actual waterproof housing : (
